Contact
Under the Turkish Lifts Regulation, every lift placed on the market must be registered with the relevant local authority within sixty days. Below you will find the documents required for this procedure, formerly known as the “lift licence”. CMB Consultancy supports you in preparing your registration file.
How Is a Lift Registered (Licensed)?
Every lift placed on the market under the Lifts Regulation (2014/33/EU) is registered with the relevant local authority. The application for registration is made by the installer who placed the lift on the market, within sixty days of the date the lift was placed on the market.
For registration, the installer applies to the relevant authority with a copy of each of the documents listed below (all documents are submitted as copies; originals are not required):
- Industrial registry certificate,
- Certificate or report of conformity (CE certificate) issued by a notified body,
- EU declaration of conformity,
- Warranty certificate,
- Signature circular of the authorised person who signed the EU declaration of conformity and the warranty certificate,
- TSE service qualification certificate,
- the invoice issued to the person who commissioned the lift, covering the price of each lift including installation labour,
- the first periodic inspection report before registration (it must carry a green label).
Under the relevant legislation, the lift projects, calculations and documents relating to technical legislation must be submitted as a technical file together with the registration documents.
Industrial Registry Certificate
This is a mandatory document for lift companies to obtain registration. Under Article 2 of the Turkish Industrial Registry Law No. 6948, industrial enterprises must register with the Industrial Registry Information System within two months of starting production. Each production site must be registered separately. An Industrial Registry Certificate is issued for each enterprise registered in the system, and it must be renewed every two years from the date of issue.
Industrial enterprises must notify the Ministry (the provincial directorate) within one month if they stop, suspend or restart production, or if the information provided changes. Industrial enterprises must submit their annual operating statements, showing their activities for the previous year, to the Ministry (the provincial directorate) within four months of the end of the year.
CE Certificate
In general terms, a product within the scope of European Union directives must bear the CE marking to be sold in the European Union; this is a legal requirement. In short, the CE marking shows that your product meets the essential health and safety requirements of the relevant legislation. For lift certification, the relevant directive is 2014/33/EU. The harmonised standards that became mandatory from 1 September 2017 are EN 81-20 and EN 81-50.
For details, see our Lift CE Certification page.
EU Declaration of Conformity
The EU declaration of conformity for the lift is drawn up in accordance with the instructions in point 6.2 of Annex I, in the same language, and contains the following information:
- the name and address of the lift installer,
- a description of the lift, details of its type or series, its serial number and the address where it is installed,
- the year of installation of the lift,
- all relevant provisions with which the lift complies,
- a statement that the lift complies with the Regulation,
- where applicable, references to the harmonised standards used,
- where applicable, the name, address and identification number of the notified body that carried out the EU type-examination referred to in Part B of Annex IV, and a reference to the EU type-examination certificate it issued,

Warranty Certificate
- The installer must issue a warranty certificate for the lift it places on the market, in line with the content set out in Annex 3 of the regulation.
- Every lift placed on the market by an installer is guaranteed for at least 3 years from the date it is placed on the market.
- During the warranty period, any assembly or part replaced in the lift by the installer who placed it on the market, or by its authorised service, is guaranteed for at least 2 years from the date of replacement.
- An assembly or part replaced in a lift whose warranty has expired is guaranteed for at least 2 years by the economic operator that manufactures it or supplies it to the building owner for use, against payment or free of charge, through a commercial activity. The economic operator must issue a warranty certificate in line with the content set out in Annex 3 and present it to the building owner.
- The maximum repair time defined in the warranty certificate may not exceed 15 days.
- During the warranty period of every lift placed on the market under the Lifts Regulation (2014/33/EU), maintenance is provided by the installer who placed the lift on the market, or by its authorised service, unless the building owner declares that it will sign a contract with another installer or its authorised service.
- If the building owner signs a maintenance contract with another installer or its authorised service during the warranty period, the warranty obligations of the installer who placed the lift on the market no longer apply.
- If the lift breaks down, the time spent on repair is added to the warranty period.
